(1) Upon making full payment to a promoter by an apartment owner pursuant to this Act, the full ownership
or such an appartment will be under the owner.
(2) The owner of an appartment shall, subject to the terms and conditions as may be set forth in the apartment agreement, have the right to utilize the apartment as agreed.
